At the European Cup 2004, FIFA gave Totti a 3 match ban after video cameras caught him spitting on a Denmark player.... In Italy's second game of this 2006 World Cup, De Rossi received a 4 match ban in addition to a Red Card for elbowing a USA player in the face.

Now if FIFA does not give Frings a ban for punching an Argentina player, it will seriously suggest that FIFA is biased against Italy, or at least more harsh on Italy than on other nations.

My mistake: De Rossi received a 3 match ban in addition to the Red Card.

UPDATE:

Torsten Frings has received a 2 match ban. He will be banned for the next game (Germany vs Italy in the Semi-Final), and he will be banned for another match suspended for 6 months. Which means, Frings can play in the World Cup Final or 3rd place playoff (depending on which Germany reach).

I think if an Italian player were guilty of the same act as Frings, the Italian would receive a much worse punishment.
