Suggestion for future World Cup tie breakers

Many people have been suggesting FIFA should think of a better system for tie breakers at future World Cups. I have one idea of slight differences. I’ll explain it, let me know what you think. NOTE: My idea would require FIFA to allow teams to have a roster of 30 players. So here’s the idea: If a match ends level after 90 minutes, they have Silver Goal rules. But in my idea, the coach is required to make 3 substitutions when the first 15-minute overtime period is started. Then when/if a second 15-minute overtime period is started, the coach is once again required to make another 3 substitutions. If the score is still level at the end of that 15-minute overtime period, then they go to a Penalty Shoot Out. My thinking is that if a game ends 0-0 after 90 minutes, the players on the field might just have certain chemistry together which isn’t allowing a goal to be scored. So putting different players on the field might increase the chances of a goal being scored before a Penalty Shoot Out has to happen.
