Question about the rules of fouls in a penalty box?

If a forward gets inside the penalty box, and an opposing defender clearly attempts to slide directly into him (into the player, not the ball) but just misses and doesn't actually make contact, then can the referee still give a penalty just because the defender clearly attempted to foul the forward, even if he didn't actually do so?
